"It is unacceptable... to hide behind these problems… Refer to objective circumstances, often explaining their inefficiency, inability, indifference to the assigned task and to the interests of people. Officials at all levels of government should work, and not look for excuses for their sometimes inactivity," the president stressed.

Today this appeal is especially relevant. The country is going through a difficult time. Western sanctions have affected many industries, the weakened ruble has reduced the level of consumption, falling oil prices jeopardize budget execution. All these circumstances can cause mass discontent.

The government constantly calls on society not to panic, but to rally around it in order to survive difficulties together. In order for the people to believe in this thesis, the State must strive to establish social justice. But in real life, people see an increase in utility tariffs, rising prices, plans to close hospitals. At the same time, officials and big business are unwilling to give up their previous preferences.

The activities of state-owned companies remain closed, income tax, despite many years of discussions, is the same for the super-rich and the poor. According to Vedomosti, VTB Bank, which fell under Western sanctions, increased bonuses to board members seven times compared to last year, to a total amount of 1.24 billion rubles. Despite the fact that the bank's profit has already decreased tenfold, and serious losses are expected in the near future. The State Duma adopted in the first reading the "Rotenberg law" on compensation of assets lost due to sanctions to oligarchs from the state budget. At the same time, discussions are continuing on whether it is worth paying "maternity capital" after 2016.

"We have seriously changed the legislation in the field of public procurement, streamlined procedures. But it was civil control that became the force that allowed the norms of the law to really work, forced many officials to seriously think about their reputation, that going against the opinion of society is a dangerous thing. That waste, inability to dispose of public funds, or even outright bribery, theft will not go unnoticed," the president said at a meeting with the ONF asset. Indeed, now you can easily find information about the requests of officials on the public procurement website. Only not all of them are afraid of ruining their reputation. "SP" has already written how various organizations buy expensive foreign cars for themselves, and the budget municipal institution Volgogradzelenkhoz even purchased one set of chess for almost a quarter of a million.

It turns out that citizens are being urged to "tighten their belts", but officials and businesses close to the government no longer have this belt. And where is social justice here?

– Our country is involved in a very serious conflict in Ukraine. The question of money immediately arose, - says the director of the Center for the Study of Political Culture of Russia, State Duma deputy Sergei Vasiltsov - But only about 10% of the property is in the hands of the state. At the same time, our reserves are located abroad, invested in securities of foreign companies. Apparently, now is the time to put this "insurance" money into circulation. But this is not done. Moreover, it seems that even if the funds are returned, they will immediately be sent to support private banks.

You can talk about social justice as much as you like, but as long as the bulk of the money is in private hands, there will be no social justice.

"SP": – Why does the state not take decisions to correct the situation?

– It is necessary to ask the authorities. Even in the USA during the crisis of 2008-09, important measures were taken to put the banking sector under state control. As a historian, I cannot find historical analogies when a state, having got into such a difficult situation, would not have mobilized all its economic potential.

"SP": – Don't the oligarchs and the authorities understand the consequences?

– I don't have an answer to this question. It seems that all solutions are on the surface, there is no need to invent anything. All recipes have been known for more than 100 years, and our legislation allows us to take the necessary measures. But for some reason, the authorities are hesitant.

We see how rapidly the situation is changing. Since August, the mood in society has already changed. The annexation of Crimea caused an explosion of delight among citizens, for the first time in the last 30 years a step was taken aimed at strengthening the state. This potential of support is being squandered every day, healthy patriotic sentiments are simply turning into dust and ashes. How does our management not understand this?

Recently we celebrated the National Unity Day. It's a rather strange holiday, but let's assume that it strengthens consent. And immediately a wave of programs went on television, which break all this unity on the knee. They started talking about the "red terror". In fact, this is a continuation of the policy of the late 1980s, when the "reds" and "whites" collided foreheads. Is this really the propaganda of national unity in our country? On the basis of the escalating socio-economic situation, the forces that put on the split of society are growing again.

"SP": – What can the emerging trend towards social protest lead to?

– We are told that everyone needs to unite. It seems that the message is not without meaning. But we have already gone through the "perestroika" and the subsequent scrapping of the entire state structure. Then, too, they said that we need to unite. But you can only unite around something real. And if politics continues, when the government is separate and the people are separate, then the mood of "my hut on the edge" will prevail among people.

The accumulation of such sentiments is very dangerous, it leads to civic passivity. Against this background, as has often happened in history, the destructive minority will again be able to turn everything upside down. As it happened in 1991.

"SP": – That is, Moscow can have its own Maidan?

– I don't believe in the Maidan in Russia. We have a completely different historical tradition and psychology. We did not have a "Gulyai-Pole" even during the revolution and the civil War, problems are solved in a different way. If we have phenomena similar to the Ukrainian ones, they will not gain many supporters.

"SP": – But what should be done to avoid going to extremes again?

– It is necessary to make sure that the main body of the economy and finance is in the hands of the state. We need to change the team in power. So far, we see an irremovable set of personalities of liberal views that were still under Yeltsin. With such people, one cannot count on the implementation of a new state course. They just can't deny themselves, care about social justice.

Boris Kagarlitsky, director of the Institute of Globalization and Social Movements, also believes that the current government is simply unable to cope with the social crisis:

– We are told that the deterioration of the economic situation in the country is due to sanctions. In fact, this is not the case at all. The government hides behind sanctions in order not to see the failures of its own policy. On the contrary, sanctions have given the government an opportunity to improve the situation, for the first time in many years. But the Cabinet of Ministers did not take advantage of this.

As for social justice... I'll give you an analogy. Different bacteria, viruses, and parasites live in the human body. Can you imagine that they will begin to "negotiate" about the treatment of a diseased organism, knowing that this treatment will mean their end?

Any attempt to change social policy will lead to infringement of the interests of the current elite. Or it may even lead to the fact that you will also have to answer for what you have been doing for the last twenty years. Are they enemies to themselves? There is another danger. Liberal politics led to a crisis. But the liberals themselves are trying to take social protest under control. We have seen this scenario in Ukraine, and now they are trying to transfer it to Russia. The government generates a crisis, then leads a protest against itself in order to continue the previous policy.

This does not mean that there is no need to protest. It is necessary, but necessary, to cut off liberals. Social protest aimed at changing economic rules should be separated from liberal games.

Everyone has the right to justice

Dear fellow citizens, I am Vitaly Ivanovich Glukhov, Chairman of the Committee for the Protection of the Rights of Owners of Residential Premises of Apartment Buildings in Yekaterinburg, I have come to support YOU in your legitimate demands for the restoration of justice.

What makes us go to rallies and protest today? Of course, the same lack of JUSTICE! Fairness in wages, fairness in the exercise of our constitutional rights, fairness in everything that concerns our lives, and not only in the field of public services. I will say even more — the problems of housing and communal services are not in the housing and communal services system itself, but in the entire structure of power, since it is from the "high" cabinets and the State Duma that attacks on our social rights are being carried out.

Who initiates and decides to increase tariffs for gas, electricity and transportation — the GOVERNMENT? And who gave them such a right to redistribute income into the pockets of monopolists? We didn't give them such orders. They have appropriated this right to themselves. And in fact, they are creating arbitrariness, as well as local authorities together with the planted MANAGEMENT companies, who decided that they had us at the mercy and robbery. And robbed!

There are a lot of facts confirming illegal charges in the housing and utilities sector. What can I say, unless Rospotrebnadzor officially announced the identification of more than 24,000 violations. The last prosecutor's inspection of the activities of management companies by order of the President gave stunning results. 16,000 violations were detected both in the field of law and in the use of material resources.

But do we see injustice and violation of our rights only in housing and communal services? Take any law and you will see that the rights of citizens are taken into account in it last of all. Take the same "Law on Health protection in Russia" adopted by the State Duma in early November of this year and approved by the Federation Council, so there is simply not a single article that would not trample on our rights. The rights of citizens, parents and their children.

Today, many public organizations are protesting against this anti—people, or rather, anti-human law, but the authorities do not hear. And most importantly, priorities have been shifted towards leveling the rights of an individual citizen before the state, before an official. Modern Russian leaders, who usually have law degrees on their hands, have not learned the main thing that the state belongs to a CITIZEN, not an official. An official is a performer hired by a citizen who suddenly decided that he is the foundation of the state, the beginning of everything.

If earlier we all knew and recognized that the child belongs to the mother and the mother takes care of him and is responsible for his life, realizing that no matter how much the mother thinks about the welfare of her child, now the state, represented by a doctor or a social worker, can interfere in the child's life without asking the mother and even against mother's will. Now the state is both a mother and a father to a child, and parents are just random fellow travelers.

But we, who have lived for more than one year, know what kind of state we have today, how it takes care of a person and what to strive for. For him, a person is a source of profit, a means and a resource of enrichment, but not a citizen with inalienable rights. But if the principles of humanism and the welfare of the people are not at the heart of building a state, then this anti-national and inhuman state is subject to scrapping and destruction.

Our Committee has heard an appeal to the President of various public organizations regarding the adoption of the law "On the basics of citizens' health in the Russian Federation" and has prepared its appeal to the President, which we propose to include in the resolution of the rally.

And take the amendments introduced by deputies to the law on budgetary institutions, which generally legalized extortion in schools, hospitals and kindergartens. We were simply deprived of free medical care and free secondary education. If they used to say that doctors and teachers are the most corrupt in our country, now they seem to become the most successful managers.

The Constitution of the Russian Federation clearly states that free secondary and vocational education should be provided in the country, and not partially paid, as all kinds of lackeys explain to us today. They say two Russian language lessons will be free, and if you still want to receive, then you are welcome to pay!

This is a direct violation of our constitutional rights and everyone is silent, right up to the President, who, by the way, swore to observe the Constitution of the Russian Federation like the apple of an eye. But apparently, he does not want to do this.

Maybe the PRESIDENT and the government do not realize that the country's budget should first of all be spent on children, and once again on children, and not for holding summits, for the sake of ambitious inflating official cheeks. So they need to be reminded of this.

Today there is an election campaign for the election of deputies of the State Duma and all the media are filled with promises of candidates to solve urgent problems and fulfill the instructions of voters. But what are we seeing today? And the fact that we are being deprived of our constitutional rights is precisely those deputies whom we elected at the last election as representatives and defenders of our interests, and today they are protecting only their pockets, but they are in a hurry to serve large capital by lobbying for its interests. We don't need such parties and deputies.

And we must clearly convey this to everyone who participates in the election campaign, to all parties and candidates.

We are told that it is fair to pay 100% of the cost of services for utility consumption and at the same time raise tariffs every year, or even twice. And we are already not paying one hundred percent, but all 200%. Members of the government and deputies of all levels, who, as a rule, have received education at public expense, today explain to young people that education should be paid, since the state has no money.

There is no money, but the number of billionaires is increasing and increasing.

There is no money for schools and hospitals, and the outflow of capital from the country is only growing.

Net capital outflow from Russia in 2011 will exceed the indicators of 2009 and 2010. The central bank has almost doubled its outflow forecast to $70 billion from $36 billion earlier, according to the updated draft of the Central Bank's "Main Directions of Monetary Policy".

In the crisis year of 2009, $ 52 billion was withdrawn from Russia, in 2010 - $ 38.3 billion. And there is no money for the people!

Our rulers have forgotten that justice is the foundation on which all law, the state and society are built. And if earlier we proceeded from the principle: From everyone according to their abilities — to everyone according to their work, now we observe how the principle is implemented: from everyone according to their abilities and to everyone according to their position, well, those who do not have a position are not human at all. The philosophy of the cult of the closest boss has become the basis on which the modern state is built. Only such a philosophy pushes millions of citizens out of public life, opposes the state to the people and leads to collapse.

The boss is the one who understands and recognizes the BEGINNINGS, the foundations of the existence of society and the state, that is, JUSTICE. And not the one who professes the cult of the closest superiors and tramples on all the constitutional rights of citizens.

As they say in the people: Every ataman is a boss, but not every chief is an ataman.

I think that we are not on the path with such justice, we do not need such a philosophy.

But the most important thing is not even that there is no self-government in our city, but in the country of democracy, but that we must firmly grasp and follow the understanding that we ourselves must and can establish public relations, make a choice, build a state and our future, and not allow any scammers, from our own name, to rob us. If we do not want to be cheated by management companies, we must collectively take up the establishment of self-government in the city, the restoration of mayoral elections, the establishment of control over the activities of the administration, the expenditure of budget funds and the protection of our rights. The city administration should act in the interests of residents and implement their plans and aspirations, and not satisfy their selfish goals, using their powers and people's money for this.


And you don't have to listen to all the notebook and corrupt political scientists who are trying to suggest that nothing can be changed, that everything has already been captured and paid for. They're lying!

We see how all our officials are bustling during the election period, from the smallest to the president. But that's why they are fussing, because they know that everything can be changed, that the people can move and begin to take power into their own hands, and they are just afraid of this.

Our Committee has been operating for more than five years, and all these five years we have been constantly confronted with injustice, fraud, violation of the rule of law and our constitutional rights, and not so much by individual adventurers and fraudsters, but by the state. I didn't make a reservation, it was from the state.

After all, as it is clear to any thinking person, without the participation of representatives of the state or the passive non-participation of the state in protecting the rights and freedoms of a citizen, millions of defrauded depositors, defrauded shareholders, poor pensioners, and many other categories of our fellow citizens could not appear in the country.

Our state, from the period when the party and economic nomenclature decided to privatize the state and shot, in the truest sense of the word, the people's representation in the face of the Soviets, embarked on the path of the collapse of the country, on the path of robbing the people. First, they devalued the contributions of citizens, under talk about the inviolability of private property, as if these deposits were not private property, and later, under demagogic howls about building a rule of law state, market and civil society, launched the process of plundering state property, which continues to this day.

So to whom do we constantly appeal for the protection of our violated rights? To the state of plutocrats, who give the green light to all sorts of adventurers and scammers on our robbery with you? To a state that is waging a full-scale attack on the rights and interests of the people, reducing social spending, raising prices and tariffs and turning the life of an ordinary citizen into a nightmare.

But where are the authorities here? Apart from the police, who look after the order, I don't see a single representative of the authorities at this rally, officially authorized and agreed upon. This suggests that neither the city administration, nor the prosecutor's office, nor the regional authorities want to listen and hear us.

It is necessary to clearly understand that the restoration of general justice is possible only on the path of building a state controlled by the people and responsible to the citizens, where there is no place for an official who ignores the rights and freedoms of a citizen.

Today, more than ever, it is important for us, ordinary citizens, to undertake the transformation of the state so that it performs the functions of protecting the rights and freedoms of workers, and not providing profits to a bunch of plutocrats who have usurped power in the country. The state is the property of all citizens without exception, not just those who have a round sum in the bank.
If we do not follow this path, the path of true democracy, in the literal sense of the word, when the people exercise their right to govern the state directly, then we will go to rallies, resent injustice and write resolutions, trying to catch the dog's tail instead of catching the dog itself.
Our Committee has long worked out the requirements for the transformation of the existing system of public administration towards democracy, and I propose to include these requirements in the resolution of the rally. And I also propose to support our appeal to the President of the country regarding the adoption of the law "On the basics of citizens' health in the Russian Federation".
