Oblprokuratura found that the children who died were in a state of extreme exhaustion. In addition, according to the ministry, the children were not organized proper care, feeding and watering, and also used expired medicines, made late hospitalization and medical care.
As a result, according to prosecutors, in 2009, it led to the death of nine children, in 2010 - 15 more, and for the first nine months of 2011 - the three mentally retarded children.
In this regard, the head of the agency for a criminal case on "negligence, resulting in the death of two or more persons." At the same time the Committee of Ministry of Health, who arrived in the region to check the agency found no serious violations.
Finally Skuratov was charged ten offenses under part 1 of article 286 of the Criminal Code ("abuse of power").
In particular, it was found that the accounts of children being raised in institutions at the time they reach 18 years of age and up to transfer to other institutions removed various amounts. Some of the money was spent on the purchase of different things to inmates, some - for the purchase of property for the orphanage - electric irons, washing and sewing machines, sofas, and more.
The basis for the withdrawal of funds from the accounts of inmates were allegedly written statement of the donations, but the investigation was unable to establish the origin of these statements.
