Valentina Matvienko has urged objectively cover past
Chtoby fight with the distortion of reality, a more effective use of information technology, confident in the Federation Council.
Yesterday Speaker Valentina Matviyenko held a regular meeting of the Eurasian Integration Club at the upper chamber. "In recent years, the development of information technology is rapidly: new hardware is firmly entrenched in our lives, expanding access to the information field. At the same time increases and the tendency to distort information, reassessment of traditional values, the use of new opportunities, including for political purposes "- said the head of the Federation Council.
Just how dangerous these trends, demonstrated Ukrainian crisis. According Matvienko, the Internet and social networks are often created a false reality, transforming the consciousness of the people in a favorable direction for policy. She led the data by which the "Western friends" spent $ 5 billion on the action against the legitimate authorities of Ukraine. "In fact, with the help of information impact was possible to impose alien cultural code, distort reality, replacing it with fakes and phantoms, and simply put, zombie consciousness" - said Matvienko.
However, the head of the Federation Council is far from being able to stand up for any action ban on the Internet. It merely suggested that it is necessary to be able to more effectively use information technology to counter the evil and those who are trying to hide the truth. According to her, in this regard is very important objective coverage of the historical past on the web.
Meanwhile, despite the strengthening of sanctions against Russia (recently made another unfriendly gesture Switzerland), the Federation Council continues interparliamentary contacts with the countries of the European Union. Thus, the deputy chairman of the Committee on Constitutional Legislation and State Construction Konstantin Dobrynin met with the head of the Group of Friendship with Finland Jouko Russian parliament Skinnari. "The most important thing - it's what we do, and our Finnish colleagues understand the harmfulness of a new Cold War, the senselessness of reciprocal sanctions and new Berlin walls ... We agreed on specific cooperative activities in the coming year" - said after the meeting, Senator.
Yesterday it became known that a member of the Federation Council Vyacheslav Fetisov has prepared a new bill that prohibits the sale of alcoholic beverages in Russia to persons under 21 years. Under current law, are allowed to sell alcohol to persons older than 18 years. "We support the bill altogether and hope that the State Duma in the accelerated pace of his will," - said a member of the Federation Council Committee on Social Policy, Elena Popova. She reported that in support of this legislation has already collected more than 145,000 signatures. Federation Council intends to apply to the State Duma with a request to take the document to the end of the fall session.

IDEALS modern youth in the principles of the "identity of thinking and being"
Those who are familiar with good, this philosophy, knows that this principle, for example, Benedict Spinoza (1632-1677) formulated as follows: the order of ideas must follow the order of things.
For a young man as this, at least, means that the ideals it should not be cut off from his own real life ("order of things").
But, you see, the order of things - it's today, this "thing" that very few people (even in adults!) Is able in any way to clearly and rationally explain to us. And if you take, for example, a layer of authority for all the adult population as a layer formed and scientists ("professionals", "specialists" or "experts"), then fit over your head and grab and fall into despair ...
Judge for yourself: all of them - have experienced in 1991! Consequently, they have a common destiny, and thought - different! How can we, the young, this apparent discrepancy understand? Some argue that this year - well, others - that "bad" ...
Some say that ... until '91 "was better", and was - worse. Others, on the contrary - that "after 1991 was better", but it was worse. Thirdly, that the "before" and "after" - all "one hell!"
Some say that the "own fault" in all, the second - "guilty abroad." Others - that "no one is to blame!"
One of us while in kindergarten went under the table! Go and figure it out now here ...
However, in this "market opinion" and this can be seen, the total for all of them, the price is: those who are willing to us, the youth today "clarify" - (all as one!) - Give different explanations, but the behavior this show is one at all. Namely, they all made their careers; all pozaschischalis and "settled down"; all zaimeli "the business"; Each happily escaped the fate of "marginal"! Finally, none of them, so exactly, in the last 15 years - not to starve ...
In short, the most important for youth instance - adults - all authoritative lecture us. Namely: Learn to say one thing; others think, do the same - the third! In short, the "order of ideas" and "order of things" in adult life and their behavior is not only consistent, but also clearly contradict each other! - If it is philosophically speaking ...
The philosophy of the old "Soviet Communist Party committee," which, as through a wall, "invisibility" has passed through the 91 th year, all this would describe as "being and consciousness - contradict each other." Thus, contrary to completely childish! - We have to add on my own. After all, only a child, and agreed to call this state of affairs - "society". And give a formal "consent" that he de, it ... "lives." (Fortunately, the birth certificate, he is able to very-very "unconscious" gets ...) But the members of this all-pervasive "invisible party committee" and is actively "participate" in the formation of the ideals of modern Russian youth ...
No doubt that Spinoza, and solidarity with him, such respectable representatives of the adult world, as Socrates and Plato, Aristotle and Hegel, A.Losev, G.Plehanov and Ivan Ilyin - all as one of a "pedagogy" in silent horror would come ... And by a young, what is?
That is why not a "thesis", but a real, scientific pedagogy so right now to us and says: adults - this is a bad ... CHILDREN! (see Molchanov .: "We all come from childhood!", Proc .: Russia in the III millennium ..., Ekaterinburg 2003, p.39.)
Agree that when an adult passes his ideals to the young man ("socialize" him, for example), then it - shares with him. In Latin, "split" - means to socialize, "do together" ... As a general condition for this: between the "head" of the adult and the adult is "the seat of" no such "divide" and should not be. And as a result, there is a social being, as intergenerational solidarity is in their joint life. The ability to "communicate", the smooth and unambiguous "co-communicate" with each other, the ability to society, therefore ...
Human society, by scientifically speaking! So - in adult humans, i.e. those who are members of a good philosophy ...
But previously outlined as "order of things" that taught us all those adults that "members of the 1991" reside, it guarantees us only one. Namely: the inescapable contradiction between the "past and present", word and deed, between adults 'one' and adults 'others', between the "head and seat of" ... And good to have your own! And then after all that insulting: an alien ... "Above-standing" seat, not their fault, and will, beat time after time coming !!!
In the language of science - a "cult of personality immediate superiors" is called!
Alas, alas ... Nothing more "adult world" of the current youth in principle to offer and yet not.
As set out in these theses position in the world "ostepenёnnyh adults", is called "philosophical pessimism." But philosophy in it, however, did not blame. In this pessimism - a real philosophy to do with!
According to one, do not tarnish the "Soviet Party committee," the young disciple of Hegel (1770-1831), "not only philosophy should strive to reality, but really should strive to philosophy."
The point, apparently, is that the current "social being" - in itself a philosophy unworthy. A "master" is being this - adults with 'authority' are. Today, they willingly and excitedly offer young their views. Miscellaneous - for every taste. And if you want - so (for a special payment) and "special" any opinions you offer. (After all, the formation of a self paid and now they have - for us!)
The trouble is that none of them are only here KNOWLEDGE we offer not dare. It is no coincidence.
For Know - then take full responsibility primarily (and exclusively) at himself!
For what? And for all that with the country in the last 15 years happened. Therefore, and for us - the young. At the fair! It was then and there only place in society for "ideals." The very "society" will finally be. A society in which the ideals of justice and enough for all.

The Russian parliament - the richest in the world
This year, Russia ranked second in the world in number of billionaires, but when it comes to rich men in government agencies, the former Soviet Union clearly comes out on top.
Today in Parliament sits 12 billionaires and their general condition reaches 41 billion dollars. They work side by side with the less wealthy lawmakers, the capital of which is measured only in hundreds of millions.
Russian billionaires are not limited seats in the legislature - in the executive branch of Russia, at least one billionaire governor, and the mayor of Moscow, is married to a billionaire.
At the top of the group - 42-year-old Suleiman Kerimov, a member of the Federation Council. Young and energetic, this tycoon stock market (its state is staggering: 17.5 billion) spent eight years in the lower house of parliament, until Vladimir Putin announced that he no longer wants to see billionaires in the Duma. There were also fears that his condition will attract the attention of the tax authorities - and can provoke a scandal.
This is followed by a 41-year-old Gleb Fetisov. He entered parliament with a fortune of 3.9 billion dollars in 2005. He made his fortune in the empire "Alfa-Group" and is now associated with a telecommunications holding company "Alpha» - Altimo. As an MP, he was fighting for a less severe state regulation with respect to large businesses and is considered one of the key figures in which "Alfa-Group" lobbied the federal government, while in the recent past in its relations with the "Alpha" no deterioration occurred.
Among others - 45-year-old Sergei Pugachev, a former banker with the state of 2 billion, 52-year-old Farkad Akhmedov, bold and outspoken founder "Northgas" with a fortune of $ 1.4 billion; and 41-year-old Dmitry Ananiev, who earned his $ 2.3 billion in sales of ERP-systems. The list goes on.
Of course, a combination of wealth and political power is as old as the institution of governance. However, the scale of wealth in the ruling structures of Russia has no analogues in the world. These people, mostly businessmen, often swear that their motives are altruistic, but the most important factor is likely a personal benefit they receive due to the proximity to the center of power. Most of them are associated with the party of Vladimir Putin's "United Russia" - which some political analysts are compared with the old Communist Party, to join it gives many benefits.
Legislature Russia is similar to the British Parliament, it has a lower and upper houses. In the lower house, the Duma, with 450 seats, and they are distributed proportionally between the parties that won the elections of more than 7% of the vote. In the upper house, the Federation Council, sit 168 senators who are appointed by the governors and local legislative bodies of each of the 84 regions.
This system, especially in the upper chamber, allows the Governor is appointed to represent their regions of their friends and allies. The system is convenient and, in general, useful for local voters from the upper chamber of senators expect that they assures region influx of federal tax revenues. It also assumes that they will lobby for the interests of local businesses.
However, for the senators and the region is really a win-win system. "If a man is a great little area, even a small part of his condition is good for the region - said Nikolai Petrov, a research associate at the Carnegie Center in Moscow. - These people get a certain position and respect that facilitates interaction with the authorities on a certain level. This helps their own business. "
Some deputies of the lower chamber were transferred to the top because they are considered too rich - that could provoke controversy. Recently, Vladimir Putin made a judgment that the billionaire has no place in the Duma, and so this year there has not returned investor "Gazprom" and "Aeroflot" Alexander Lebedev (with the state of 3 billion).
Senators also can move between regions. "Raider" Sergey Gordeev - just a rich man, not a billionaire - reportedly did not find a common language with a small Ust-Orda Buryat Autonomous Okrug (which, incidentally, was merged with the neighboring regions); Now Senator from Perm.
Further complicating the matter is that Russian law prohibits legislators (and any government official) to do business. So how is it that in our list so many billionaires legislators? Many circumvention of the law, "rewriting" shares in their companies to friends and relatives or "giving" them - at least on paper.
All this may sound rather strange, but make allowances for the fact that in tsarist times, when a government office was the lot of the aristocracy, the new rich have not had a chance to get government posts. Today the government is open to all - even though the equity of several hundred million dollars, of course, does not hurt.
