"Arguments of the Week" (newspaper version)
The social structure of society usually described inaccurately. "Poverty" is often treated as an income below the subsistence level (although it is obvious poverty), and "middle class" - and all on the basis of self-esteem (they say, "I live not worse than others" - albeit in utter poverty zone). Even in the West, poverty is measured with respect to: the poor are often people with incomes less than twice the average - even though the average income is very high. The UN imposed as a criterion of income poverty in one (and then because of its impairment - two) dollar a day is simply not interested in the difference between the prices in different regions.
The most reliable way to assess the structure of society - from the fact that on the lack of operating revenues. It is clear that if they do not have enough to eat - it's poverty. If enough of them to purchase, without borrowing or spending savings, simple household appliances (but not the car) - is the level of middle-class consumption. And all that is between them - poverty. Its "lower" level, only slightly different from the poverty - lack of money for clothing; its "upper" part in which current income is enough for clothes, but not durable goods, closer to the middle class. These people "have ceased to survive and start living", they need not only "bread and circuses", but in fairness.
The "zero" years of Russian social structure is rapidly improved by overcoming poverty and the formation of relatively prosperous lifestyle of poverty. In spite of the cannibalistic "monetization of benefits" in 2005 and the crisis of late 2008 - early 2009, the share of the poor from 2001 to 2009 fell almost three times - from 22 to 8%, while the share of consuming at the level of the middle class, although it remained slightly increased more than half - from 6 to 10%. Although the share of the poor, not only was terribly high, but even increased slightly (from 73 to 80%), their structure has changed dramatically: the share of the poorest declined from 44 to 31% and their "top" part has increased from 27 to almost half of all of the population - 49%.
At the beginning of "tenths" s improvement of the social structure of society, in spite of the exhaustion of an economic model it continued, and above all due to almost double, to 19% in 2013. The increase in the proportion of people with the level of middle-class consumption. The proportion of poor declined by half (up to 4%, which is close to the border of the statistical measurement error), the poorest has fallen to 19%, and the "top" of the poor has reached a historic high - 56%. At that time, it became statistically significant proportion of rich people (5% in 2013), which recognized sociologists that with their current incomes can buy a car.
Despite the sanctions, the fears and the practical cessation of economic growth, the first year of the Ukrainian disaster broke this trend, although a sharp rise in people with the level of middle-class consumption is likely to be caused by panic "consumer boom" in December 2014 after a landslide devaluation of the ruble.
And in 2015 he showed scrapped favorable trends: the proportion of poor has more than doubled (up 9%), the poorest - by two-thirds (30%). The proportion of relatively affluent poor fell to 40%, and the people with middle-class consumption - by 1.7 times (up to 16%).
Behind these figures - millions of human tragedies caused not by objective circumstances and not quarrel with the West because of the rejection of Russian Ukrainian Nazis, but above all liberal socio-economic policies, which is taken from the '90s. Artificial Organization severe monetary hunger prohibitive high cost loans, with the full development of the suppression of stimulating speculation, consistent social disruption choking in state money (unused balances of the budget for February 1 -. 10.2 trillion rubles), first destroying the economy, and then - and the well-being of people. There is no doubt that the continuation of this policy, very effectively and consistently implemented liberal government leader of the "United Russia" Medvedev and liberal as the Bank of Russia under the leadership of Nabiullina and Yudaeva lead to a further deterioration of the social fabric and the most "aggravation of the needs and sufferings of the masses above the usual" which plunge Russia into a new, coveted for the liberals (including the Medvedev government) Troubles.Perhaps as early as next year, 2017, which has the potential to become "over the seventeenth."
