Aktueller Archive 2006 g.Konfliktom business and the authorities turned to a discussion of maximum tariffs for services of natural monopolies, at yesterday's cabinet meeting. If last year was mostly trouble-Gazprom does not agree with cuts in their appetites, then yesterday it has successfully replaced the chairman of RAO UES Anatoly Chubais. For the seed he has promised Mikhail Fradkov doubling GDP by investing in energy, and then Herman Gref has declared that his economic policies - nothing like a medieval palmistry.
That's really who do not have any palmistry, and net cash interest, so it is with Mr. Chubais. And thanks to its active work for more than fifteen years, we are told that Russia is constructed, the truth somehow awkward and difficult, the market economy, but provided at a government meeting the basic parameters of a three-year economic forecast, which indicated that in 2006 prices for electricity will grow by 7,5%, tariffs on railway transportation to - 8% for gas - 11% in 2007 on electricity - 6,5%, on railway transportation to - 7%, on gas - 8% in 2008 on electricity - 5.5%, on a railway transportation to-5.5%, gas at -7%, but inflation plus 4 to 8% (but even Rosstat, not to mention the actual inflation rate showed 11.9 in 2007 and 13.3 in 2008) say some of the other.
The question is, where is the market relations, for the development of which both advocate the current leaders? What develops the Ministry of Economic Development, laying such growth rates? And for Chubais and this is not enough. Maybe they know beforehand that it is in such a proportion would increase costs of enterprises producing and supplying electricity and gas, as well as and the railroad? Of course not. But, for the whole economy of the country and its citizens, the growth rates actually will result in increased production costs, higher prices for all goods and services, and consequently slowing the pace of development, rising unemployment and declining living standards.
The Government is pure demagoguery, for which there are explicit plans for further deterioration of living standards. And for citizens is planned to raise prices faster than with companies ... People just hang noodles on the ears. They say a great blessing for him would be if the tariffs in 2009 will grow at 6 percent rather than 8 as in 2007 The fact that the 6 per cent in 2009 rubles will be more than 8 percent in 2007 , people are not going to explain to anyone. A prime minister Mikhail Fradkov, such verbal gymnastics seems to be quite satisfied.
A strange situation where ministers at a government meeting, state that the rate of growth of domestic production falling, seemed to be worried about our economy, and immediately, rather than to propose measures to overcome the situation, offering even greater strangle domestic producer growth rates for electricity, gas, railway transport, and even the top cover inflation. Better safe than sorry.
Moreover, it is strange to observe such a fervor of Ministers, in their desire to help our "poor" monopolists, as the increase of these tariffs will not lead to replenishment of the country, but most likely the opposite, in fact drop the profitability of industrial and agricultural producers and, consequently, reduce the taxable base.
As market participants pursue our ministers and lay this growth rate? Naturally, the answer to this question lies in the material interests and the interests of so-called natural monopolies, can be traced very clearly. It is they, the owners of the monopolies, benefit from the growth rates. Without spending a single ruble to improve productivity, or the conversion of production or to improve work methods, or to reduce the administrative apparatus, they receive a significant increase in profits. And to them and there is no need to do it. They, like any monopoly, sought to increase their profits, not by reducing production costs and prices through regulation, planning for growth rates. And, in this case, do not have the seven genius to guess that our major monopolies in the energy and gas industry, as well, and railroad workers, lobbied for their interests, and laid a revenue growth. Prepared by, so to speak, a stage, then to explain to citizens that the rates increase according to the approved plan.
But we do what ordinary citizens and the entire economy, from this no easier. What is the difference to us, as we will plunder the monopoly? According to the government's plan or when they want, and how they want. Well, apparently, our ministers believe that the plan would be more honest.
So it turns out that when people asked: why increased food prices and on industrial goods, why is unwound, inflation, the officials say, that we are not here and, as we have a market economy, and employers themselves set prices for their products, and inflation, as suggested Alexei Kudrin, the newspaper "Izvestia", is due to the rapid growth in tariffs for housing and communal services. However, for reasons unclear to us, due to which prices rise on housing and communal services, the Minister of Finance as a modestly silent. And when people are trying to find out what entailed raising the price of electricity and gas, he said that it planned government strategy.
Citizens rejoice! Finally our government started an economic forecast, and not for one year and three years ahead, and now, according to the forecast, every year we will be more and pay more for goods and services. However, in passing, we have learned from our ministers who are friends and who their relatives. But what to us from this knowledge?

Zubkov took inflation itself
The rise in prices - the main problem, which does not resolve the outgoing government, recognized by its chairman Viktor Zubkov. And as a "last farewell" took a decision that will make the fight against inflation is practically impossible: approved the increase in tariffs for services of natural monopolies. Unpopular measure decided not to wait until the prime minister, Vladimir Putin.
"Of course, there are a number of unfinished tasks, - stated Prime Minister Viktor Zubkov, summarizing the work of the government on Tuesday. - First and foremost is to develop concrete measures that will promptly and adequately respond to the world economic situation, stabilize the prices of food markets in the country to provide quality support for vulnerable citizens. "
62% of Russians identified fighting inflation the most important task facing Vladimir Putin, if he assumes the post of prime minister, showed the April All-Russia Center for Analytical survey was to solve the program of anti-inflationary measures. First, however, Ministry of Economic Development until December 2007 prepared the plan, then another four months writing the program. Only 5 May Deputy Ministry Klepach said that the document was finally submitted to the government.
Its main idea - to persuade the Russians to spend less and save more.
To do this, planned to release the long-term investments in securities and mutual funds from tax revenues and encourage banks to raise rates. In addition, the Ministry proposes to increase the number of credits issued by the State farms, which should contribute to the saturation of the food market of domestic products. The program also provides for the possibility of introducing a barrage of export duties and legal restrictions on the prices of certain food products.
Proposals will be considered on Thursday, April 8, at a meeting of the working group, chaired by Deputy Prime Minister and Finance Minister Alexei Kudrin. But the approval of the State Duma the draft, according to Kudrin, in any event no earlier than fall into the third quarter of 2008. But even if this long-awaited program will, inflation is unlikely to save.
At the final meeting of the Government Zubkov has gone a step, after which curb price rise is even more difficult: approved the accelerated growth of tariffs for services of natural monopolies.
Thus, the price of gas are released to the public, will be increased in 2008 by 25% in 2009 - a further 25% in 2010 - just 30% in 2011 - altogether 40%. This increase is explained by the transition to "equal profitability of gas supplies to the domestic and world markets" and "the need to reduce cross-subsidization of the population." Electricity prices for consumers all over with an average rise in 2008 to 16,7% in 2009 - up 26% in 2010 - up 22% in 2011 - by 18%. Will the tariff for Railways and telephone.
The Government attributed the sharp increase in tariffs is that it is necessary for the implementation of investment programs of natural monopolies and to overcome infrastructure constraints.
"The rising cost of energy associated with the necessity of deep modernization of Russia's electricity. Investments only by the owners - the state, Russian and foreign investors - is not enough. Domestic electricity prices in Russia are still far below the world and have high growth potential ", - agrees to CEO UFG Asset Management Andrew Podoinitsyn. "For a long time electricity prices are rising slower than inflation. That is, the power sector actually subsidizing other industries, so a significant increase in tariffs - a necessary measure and a necessary condition for the development of the electricity sector ", - confirms an analyst at IG" Univer "Alexander Petrov.
And it is understandable why the decision hastened to take the outgoing government: better that such an unpopular measure remembered Zubkov, and not a new cabinet and prime minister.
But now the government forecasts for a rise in prices by 10% in 2008, 6-7,5% - in 2009, 5.7% in 2010 and 2011 seem unrealistic. "By the end of 2008, according to our calculations, the potential for inflation of 12-14% due to rising prices for food and energy prices. By 2011, well if you missed the 8-10% ", - says Petrov.
