Creators of the crisis (VAT)

        Topical Archive 2005

The newspaper Izvestia on 15 December 2005 reported that The Chamber invited back the progressive income tax, and Mikhail Fradkov, once again made a proposal to reduce VAT to 13%. But officials from the government, once again, rejecting the proposal of the Accounting Chamber, to introduce a progressive scale of taxation, have shown, whose interests they protect. Even more specifically, Alexei Kudrin, spoke, saying that he will never support the introduction of progressive rates on high income individuals, justifying this by saying that lower taxes can legalize the business.

What a strange country we have where everything is completely different? The gap between poor and rich huge, and continues to increase, and the government always cares only for the rich. No, that citizens with low incomes generally exempt from income tax and introduce a progressive rate, the government continues to defend the 13% rate for all. In Germany, for some reason, where a democratic state institutions, no one doubts the use of a progressive scale of taxation is possible, and we do not? And in the last election, one of the factors contributing to the victory of Christian Democrats and Angela Merkel, was their claim to increase the tax on large incomes up to 45%. And we have, for some reason this is impossible. We have all the major property owners, according to Kudrin, immediately go into the shadows, stop paying taxes, and be completely invisible to the tax authorities.

In fact, as discussed in the government changes the VAT, nothing is clear. One gets the impression that the speakers gentlemen just want all the confusion. Fradkov was in favor of reducing the VAT to 13% (13% of these, just magic number for members of the government), but says nothing about how, for whom and for whom, to reduce lift. Kudrin said that the change in VAT to 13%, will worsen the situation of those who pay a reduced rate - 10%, although Fradkov and does not affect Social Security beneficiaries, but then proposes to introduce a uniform VAT rate of 15% from 2009. It seems that nobody wants to speak frankly, but merely give the appearance of the concerns of the state of affairs.

Arguments as to Kudrin, in defense of the VAT rates do not withstand scrutiny. His statement that the decrease in VAT lead to inflation, since the half-trillion rubles will be "thrown" into the economy is ridiculous. After all, if the state will remove or reduce the VAT, the more likely the opposite will happen. There will be a strengthening of the ruble. Will increase its purchasing power since become cheaper goods and services previously sold with VAT. Today, all companies are forced to increase the value of their goods, the size of the VAT, which they, and transferred to the budget. For businesses, the VAT - these are additional costs and additional costs for consumers. With the decrease of VAT, unless you consider the possibility of monopolization of the scope of simply declines in the value of goods and thus increase the purchasing power of the ruble. Therefore, the emotional speeches Kudrin, in defense of the VAT, rather elaborate stunt, and not a desire to contain inflation.

But most interesting is that today can learn Russian citizens from the media - is that the Duma has allocated 500 million rubles for the development of democracy abroad. It turns out we have a completely democratic country with a democratic system of government and we are only left to do the development of democracy in other states.

Unfortunately, we have not heard how our way of Duma members intend to promote democracy abroad. Although it is likely, no development of democracy and will not happen. Can be quite confident you can predict when our system of various projects that these funds officials simply rastaschat pockets.

Everything happens as usual, but we can only hope that before the democratization of Russia, ever, it comes.
